Format issue: I think you combined two lines. The R4C committee and site development committee for the Library Lot are two different resolutions.
I think the short answer to your other question is “not really”. For currently discussed resolutions, I would go to the council packet on the website. If the time of the meeting is past, often there will be a note “passed” or “postponed”. You’ll need to go to the action minutes to find out who voted.
There is a system for older resolutions that displays the text. I’ve used it only once some time ago. If you have the resolution number, I think it was relatively simple.

Is there an easy way to track what happens to resolutions, and who votes which way?
In an unrelated question, does the City have a central page listing all RFPs?
